ICE BV Team

Mr. J. Nollen studied Law and Economics in the Netherlands and worked from 1962 to 1979 as a director at the AAG BV, the Netherlands. AAG BV was an international operating consultancy firm with offices throughout Europe, and over 7500 employees. He finalized his career at AAG as Chairman of the Board. In 1972, Mr. Nollen established CBD accountancy firm in the Netherlands, at the same time founded International Consultancy Europe (ICE) BV, with the vision to provide a full range of services to customers and to successfully develop, finance and implement environmentally sustainable projects in developing countries.

Mr. J. Janssen is a Financial Director for ICE BV. He is a chartered accountant and auditor, and in 1972, he joined CBD Accountancy BV, the Netherlands. From 1993 until 1996, he has carried out the management of CBD accountancy firm and has worked intensively with ICE BV on its projects in Sri Lanka and Eastern Europe.

Mr. Gijsbert Nollen is a Managing Director for ICE BV. Gijsbert holds a Masters in Law from Leiden University. He has ten years of experience in advising clients from both the private and public sector on sustainable development projects. He specializes in comprehensive problem analysis, designing and setting up management schemes, institutional analysis and development, project management and advising transactions. Most of his works take place in Southeast Asia, where he has provided project management services to develop, finance, manage and implement sustainable development projects. In recent years, he has focused on developing projects which effectively address on the poverty-environmental nexus.

Mr. David Hodgkinson is Senior Advisor to ICE BV and international finance executive. In 1992, Mr. Hodgkinson joined the Private Sector Operations Department of the Asian Development Bank (ADB). In this context, he was responsible for originating direct investments as well as in funds. From 1997 to 2004, he headed ADB's commerical co-financing team, with a global remit to structure and arrange financial investment partnerships with leading international banks and institutional investors. In addition to advising ICE, David is Special Advisor to the Asean China investment Fund, a private equity fund operating in Southeast Asia and China. Previously, he served on the boards of H&Q Ventures and Planter's Bank in the Philippines, and he was member of the Advisory Board of the NIF Daiwa Asia-Pacific Fund (Singapore).

Dr. Philip Dearden is Senior Advisor to ICE BV. Prof. Dearden is an internationally recognized authority in the fields of biodiversity conservation and protected area management with over 200 articles and 9 nooks, including Parks and Protected Areas in Canada: Planning Management, published by Oxford University Press and Rural Development and Resource Protection in Thailand: Challange and Opportunity, published by White Lotus Press. Dr. Dearden has worked in Southeast Asia for over 25 years advising several national governments, the Asian Development Bank, the World Bank and the United Nations on protected area management, particularly tourism and parks. He is Leader of the Marine Protected Area Research Group at the University of Victoria, in addition holding the Chair of Canada's MPA Working Group of the Ocean Management Research Network.

Ms. Delphine Vann (Cambodia Office) has over fifteen years of field and managerial experience in the humanitarian and development sectors throughout Eastern Europe, Africa, South America, and South East Asia. Since 2001, she has lived and worked in Cambodia where she has built a strong and trusted network of partners, among NGOs, private sector, and the government. She specializes in project development, management, networking, lobbying and fund raising.

Mr. Nicholas Shipley (Cambodia Office) is the Program Manager for the Southern / Coastal Cardamom Development Program. He has post-graduate degrees in business and collaborative education and professional experience spanning senior management roles in a diverse range of sectors, including corporate; government and non-government; international development; higher education; regulatory; and professional organisations. He has significant experience in the design and implementation of complex projects in of working in cross-cultural environments. He has lived and worked in Cambodia since 2006 where he has worked on national social marketing programs as well as in a number of consultancy roles.

Mr. Hy Martin is a Senior Associate for ICE BV, managing the Climate, Conservation and Communities (C3) initiative, in addition to his work on renewable energy portfolios. Before coming to ICE BV, Hy worked on renewable energy, environmental and economic development research in the United States Senate. He previously worked at ICE BV through the Princeton in Asia Fellowship, while writing, presenting and managing carbon finance projects on three continents. Hy graduated from the University of Virginia with B.S., B.S. & B.A. degrees in Engineering Science, Physics and Philosophy. Specializations include reforestation, afforestation and reduced emissions from avoided deforestation and degradation (REDD) carbon finance issues and project management.

Mr. Ty Ea (Cambodia Office) is a Senior Accountant for ICE BV Cambodia office. Ty in the past has worked for over 12 years in garment factories and one year with an environmental company. Ty has a Bachelors in Accounting from the National Institute of Management and is currently earning an accreditation from ACCA Training program with Cambridge Education and his Masters Degree of Finance from the National University of Management.

Ms. Katrien Nollen is a Consultant for ICE BV. She specializes in rural development, institutional development and health care projects. Katrien is a graduate of the New School for Information Services, Amsterdam, with a degree in Marketing & Communications. After her graduation, Katrien has worked for several NGOs in Sri Lanka and the Democratic Republic of Congo before joining ICE BV in Sri Lanka in 2004.

Mr. Philip Williams is a Senior Associate for ICE BV, managing the Climate, Conservation and Communities (C3) initiative. Philip graduated from Northwestern University in Chicago, with a degree in Political Science. Before coming to ICE BV, Philip worked for L.E.K. Consulting where he advised clients on investment strategies in Southeast Asia. He is now working at ICE BV through the Princeton in Asia Fellowship. Specializations include biodiversity conservation, payment for ecosystem services, sustainable tourism and renewable energy.

Mr. Suthana (Tee) Udomchanya is an Associate for ICE BV. Suthana has a Masters Degree in Finance from Depaul University and a B.S. in Economics, Probability and Statistics from Syracuse University. He previously worked as a Financial Consultant at Phatra Securities where he advised clients on investment strategies in emerging markets. As an Associate, Suthana's main role is to analyze potential investments and conduct financial analysis for all ICE BV projects.

Ms. Elizabeth (Libby) Hadzima is an Associate for ICE BV. Libby graduated from Dartmouth College with a B.A. in Environmental Earth Sciences and minors in both Public Policy and Government. Prior to coming to ICE BV, Libby worked at Cambridge Associates, a global investment advisory firm, where as a Senior Consulting Associate she worked on teams to advise non-profit and high net worth clients on investment portfolio construction and private equity/venture capital fund recommendations. Libby has also researched cleantech, energy and emerging markets investing. She has field work experience in Cambodia where she modeled levels of arsenic contamination in well drinking water along the Mekong River Delta. Libby is now working at ICE BV through the Princeton in Asia Fellowship.

Mr. Charlie Cox is an Associate for ICE BV. Since graduating from Princeton University with a degree in Operations Research & Financial Engineering and a certificate in Engineering Management Systems, he has lived in Thailand working as both an educator and as a consultant to the Thai government. His specializations include public-private investment analysis and special purpose vehicle development.

Project Staff ICE BV also employs over 25 people from a wide range of backgrounds on a project basis; our staffs include economists, conservationists, renewable energy consultants, carbon finance experts, investment advisors and project managers. ICE BV staffs have worked for organizations as diverse as major investment banks, development banks, capital goods suppliers, international consulting companies, NGOs and governments.
